Planes departing from Runway 13-Left are told to fly a heading of 115 degrees upon takeoff and to maintain visual flight rules until reaching 3,000 feet. mile southwest of and parallel to approach D-FW's Runway 13-Left is about three quarters of a course to Love Field's Runway 13-Right, the runway most often used by Southwest Airline's incoming flights. The 115 degree heading pilots are ordered to follow takes them even closer to the final approach course for Love's runway. FAA officials, who deny the departure procedures pose any danger, say the heading is a noise abatement measure designed to divert planes from flying over the Los Colinas residential area in Irving. PATCO, however, adamantly contends that telling pilots to fly VFR in such a heavy traffic area could lead to a mid-air crash.

Under VFR instructions, the pilot rather than the air traffic controller is responsible for separating himself from all other aircraft. Bonacki said the threat of a mid-air collision is increased by the fact that during the critical takeoff time when the pilot is checking his instruments he cannot devote full time to looking out the co*ckpit for other planes. During the first 1,500 feet of flight, he said, the entire crew is busy checking to make sure all the engines and mechancial equipment are working properly. He also said that departing from Runway 13-Left takes planes into the heavy traffic areas over Texas Stadium and Irving where small aircraft are usually out sightseeing. He said because D-FW's Runway 13-Left has not been used until about one month ago, most small plane pilots think they are free to roam over Irving.

(AP; The mayor of the Wayne County community of Ce redo has proven you can fight city hall especially if it's someone else's city hall. Mose Napier piled up 107 overdue parking tickets from the city of Wayne, where he works as Wayne County superintendent of schools.

The city of Wayne issued a warrant against Napier last spring, saying he owed $107 for the parking tickets, plus $10 in court costs. Napier appealed to Wayne County Circuit Court, saying the fines were illegal because they were a moneymaking device for the city of Wayne, not a means to control traffic. Judge C.W.
